Commissioned by the Ministry for Foreign Affairs of Finland (MFA) and the Ministry of Science and Technology of Vietnam (MOST), this baseline study reviewed the logical framework of the Finland-Vietnam Innovation Partnership Programme (IPP) and assisted in defining the monitoring baseline for the programme. The study included a field mission in Hanoi and DaNang.
