The European Innovation Scoreboard (EIS) 2024 provides a comprehensive assessment of Research and Innovation performance across EU Member States, other European countries, and selected third countries.
The most recent results were released on 8 July 2024. This annual report identifies strengths and weaknesses in national innovation systems, offering insights into the areas needing improvement.
The EIS features also an interactive tool for customized comparisons, allowing users to visualize country profiles, compare strengths and weaknesses, and test correlations between indicators. This tool is especially useful for policymakers, researchers, and businesses aiming to enhance innovation.
Based on the results in 12 categories and 32 indicators, Member States are categorized into four innovation groups:
- Innovation Leaders: Above 125% of the EU average. (Denmark, Sweden, Finland and the Netherlands)
- Strong Innovators: 100% to 125% of the EU average. (Belgium, Austria, Ireland, Luxembourg, Germany, Cyprus, Estonia, France)
- Moderate Innovators: 70% to 100% of the EU average. (Slovenia, Spain, Czechia, Italy, Malta, Lithuania, Portugal, Greece, Hungary)
- Emerging Innovators: Below 70% of the EU average. (Croatia, Poland, Slovakia, Latvia, Bulgaria, Romania)
Denmark has become the most innovative Member State, overtaking Sweden, which led from 2017 to 2022. Finland was ranked as the third strongest country after Denmark and Sweden. While it stands as an EU innovation leader with an impressive score of 140% of the EU average, a closer examination reveals critical areas needing attention. Resource productivity is notably low at 14% of EU average, and government support for business R&D lags at 37% of EU average. These figures suggest that even top performers have significant room for improvement.
