Improving R&D collaboration between research organisations and the private sector in Finland

While public-private R&D collaboration used to be one of the strongholds of Finnish research and innovation system, during at least the last decade collaboration has decreased. Therefore, at the request of the Office of the Prime Minister of Finland, Horizon Policy Support Facility (PSF) explored the obstacles that hinder public-private R&D collaboration within Finland’s research and innovation (R&I) ecosystem.  

The final report, published on June 5th 2025, provides operational recommendations to the Finnish authorities on possible reforms to undertake to address the challenges. The report is based on in-depth discussions with Finnish stakeholders, compilation of recent analyses and data, and experiences brought by the PSF Panel experts and peers

As a national expert, Kimmo Halme from 4FRONT, has supported the international expert team by providing background information on the Finnish research and innovation system – its governance and operators, policies and instruments. The background report has been an important starting point for the PSF Country Finland review, providing a comprehensive overview on e.g. Finnish R&I performance, R&D Expenditure and Funding, and R&I Collaboration.

Horizon Europe Policy Support Facility Background Report as well as Final Report supports the national authorities on reforms necessary to strengthen the R&I system. In the video, Finland and Estonia share how PSF has helped them strengthen collaboration between research organisations and the private sector, increase public investment in R&D, and implement strategic reforms.
