Good Practices in Digital Transformation in Education Across Europe

Between October 2024 and February 2025, 4FRONT conducted a study for the Finnish National Agency for Education and the European SALTO Digital Resource Centre. The aim was to identify how Erasmus+ and European Solidarity Corps projects are contributing to the EU’s digital transformation goals, particularly in education and youth work, in line with the Digital Education Action Plan (2021–2027).

The study focused on ‘good practice’ projects — those recognised for innovative, high-quality approaches to digitalisation. The analysis consisted of 35 projects of which seven were selected for in-depth case studies. The projects included initiatives like ARELL, which integrated augmented reality into vocational training, and FoDiGreT, which developed a blended curriculum to support green and digital transitions in SMEs.

The findings revealed that successful projects do not treat digitalisation as a one-off effort but embed it systemically. Many combined digital pedagogy, capacity-building, and curriculum development, often producing sustainable outputs like MOOCs, toolkits, and open-access learning materials. Projects in vocational as well as science, technology, engineering, and mathematics education tended to show the strongest digital focus, while others promoted digital inclusion and institutional readiness.

The final report structured the findings around key digital priorities, pointed out patterns across the project landscape, and highlighted where further efforts — such as integrating AI and boosting sustainability — are still needed.

By delivering a rigorous, policy-relevant analysis, 4FRONT helped the Finnish National Agency for Education and SALTO Digital better understand how to support and scale successful digital practices across Europe, and contributed to shaping a more inclusive, forward-looking European education ecosystem.
