Heading to impact evaluation of the Campus Incubators program
Campus Incubators program (2021–2024) is built on the collaboration between the city of Helsinki and seven higher education institutions: Aalto University, Arcada, Haaga-Helia, Hanken, University of Helsinki, Metropolia and Uniarts Helsinki.
The aim of the program is to develop business incubation activities on 11 local campuses and boost the collaboration within the enhanced incubator network. This is done to support RDI-based entrepreneurship, to increase the number and quality of new innovative companies, and to support these companies’ growth potential and investment readiness. In addition, the program aims to strengthen the existing incubator activities in the region and to clarify the service pathways for accelerating companies and boosting entrepreneurship. The City of Helsinki matches the funding of the higher education institutions, and the total funding of the program is 11,2 million euros.
The evaluation of the Campus Incubators program will focus on both campus-specific and program-level results as well as studying the qualitative impacts of the whole program period.
In the mid-term evaluation, conducted by 4FRONT in 2023, the program’s operating model was examined, and an impact model of the program was provided. The results of the mid-term evaluation will serve as a starting point in the evaluation to be conduct in 2024. The evaluation will support the decision-making related to the development of the Campus Incubator network, as well as campus specific plans for the coming years. The joint goal for all actors in the program is to create and maintain successful and international startup ecosystem in Helsinki.
